developing players

So I want to know if I have a 5 star potential pitcher who is 21 years of age but only has 1 star actually grade what is the best why to improve him. Can someone with experience tell me what system they do for situation. I make him a started and he is getting rocked bc when he was down in the minors nothing was really happening, I only waited a month so maybe that was the issue. I am still new to this game but i love it! Any comments and feedback will be great

I started in year 1996, traded for andrew jones and he was around 45 contact... he batting 265 with a few HRS first month of the season but i looked and his developing stats are going down durning a month were he was on FIRE. Would it be smart to have him be in the minors bc the pitching is much worse and he needs to just do really well?

Time is the issue. We play the game at light speed and forget that it often takes 3 seasons for even the best prospects to get close. Unless he gets injured slot him in a good spot for at least one season. Evaluate him differently as he gets out of the low minors. Avoid promoting him to soon. Dominating is good for young pitchers.

Remember a pitch count.
