Potential higher than Current

I'm noticing a few players that have potential ratings greater than their current ratings. With development turned off, should that be the case? In particular, I see a 2018 Live Mike Foltynewicz card with 57 current CON and 75 potential CON. I also see a 1994 David Cone card with the same ratings (57/74 CON).

With the newest league file that I just downloaded the CUR/POT ratings are now equal to one another. Odd.
