Two questions

I am trying to start a 2018 season. Just want to see if I can take the Tigers from rebuild back to relevancy. But I've run into 2 issues

1. My minor leagues are not full. My 2nd level A ball squad has only 12 players after filling out AAA, AA, and first level A ball. And of course beyond that I have zero players. Meanwhile when I check out other teams, their minor leagues are full at every level, even organizations that have more minor league squads than Detroit. And by full I mean 30 per level, not even 25.

2. Is it a flaw in the game that the prospect potentials seem off? For example Acuna from Atlanta is a 3 star prospect, Vlad Jr. a 2 1/2 star prospect. To make matter worse, top Tiger prospects Casey Mize and Matt Manning are complete junk 1 star prospects with terrible OVR and potential ratings. The top 2 pitching prospects are Derrek Rodriguez of SF and Brad Keller of KC, who I can't even find listed on Baseball America's top 100 prospect lists of 2018.

So are the potential ratings a bit random? Acuna is labeled the top prospect in the game but Vlad Jr. is only 27. Victor Robles is 35 in OOTP, 5 in from Baseball America. You get the idea.

so is their some settings I'm missing on both of these issues?
