Financial Settings in 1871

Last year in OOTP 20 I played a few years of a sim starting in 1871, but it got boring given no free agency or normally structured contracts at all. I tried starting one up in OOTP 21. I just can't find the settings to change what I'm looking for. Is there any way to enable free agency at least in the old historical sims?

I’m not in front of the game, but there should be a setting that allows you to play with or without the reserve clause. Turn that off and free agency should happen.
