Setting up a local (2 players, one computer) league

I set up a fictional league for my son and I to play. I set the league up with me as commissioner and I added him as a human manager.

However I cannot use his profile and make any changes to his team. I have been going to: Game>Manager Select> Active manager and picking my son. But when he is active nothing can be changed on his team unless I make my manager active.

Perhaps I have a setting wrong or am not doing this correctly. If anyone has set up a local league to play among housemates or family, is there a different way to do it? Thanks for the help.

I turned off commissioner mode for me and I was unable to make the changes to the scouting budget either.

I think it has to do with being too far along in the season to make changes.

When does the preseason end? We are still in spring training games.

Scouting/Development budgets have to be set during off season. Maybe pre season works too, not sure.
