Historic Sim's Problem

All my attempts to replay the Expansion Era in OOTP23 have failed. The most Players I got to fill the draft pool was 20 total. Normally I get 5 or 6.

Is the data base broken, or have all the default Expansion Code settings changed. Anyone else having problems?:

It is a confirmed bug that will be fixed in the next patch. The Service time for players was incorrect so no one was qualifying for the Expansion Draft.
