Scroll resets when taking an action at the bottom of a page

Not sure if this is a bug or feature, so I wanted to ask here. One thing I've noticed in OOTP for awhile is that taking an action when scrolled down to the bottom of a page, such as in roster, minor league, or personnel, the page is reset to the top of the page. Is this intended? It has been a bit of an annoyance when sorting through players, but I could see a potential use for it on exceptionally large lists, like free agents. Was this intended? Thank you.

To Replicate:
1. Start Game
2. Continue Game
3. *Team* -> Rosters & Transactions -> Minor League (This should work for any page with a list requiring a scroll bar)
4. Scroll to bottom of page
5. Right click on player -> Add or remove from shortlist OR click on player and use the back arrow
6. The page should be reset to the top

This seems to be the case as long as the scroll bar is at the bottom, placing the bar slightly above the bottom does not seem to replicate this.
