Expansion-Minor league team the year before?

Is there a simple, easy way to add a minor league team for an expansion team the year before the expansion (and draft)? (It's 1992 and the expansion is 1993).

I saw the video on the idea, but way too much for me. If I add a minor league team, it looks like it needs an owner, and some type of budget.

Any thoughts on this would help. I might just skip adding a minor team and start with the expansion draft which is the next season (1993).
