Feeder + Additional Region Setting Question

First, I do know how to get OOTP to do this; however, the method is a little tedious and wondering if there is an easier way.

Example: Creating a HS feeder that is based in one state or a specific region. How I do it today: Add the feeder from the major league option; go in to the newly created feeder where I update the region; randomize cities; fill the league with players (based in the regional setting)

While this works for me, is there a way to create a feeder without the additional steps? So I start it from scratch rather than tweaking what the game generates?
