Short Draft/Enable Historical Minors

I am playing a historical league, and for some reason, the past 5 seasons I have only had 5 rounds of drafting although I have it setup to 15 rounds. According to Lukas, the reason for this is that I am playing historical without the historical minors enabled. I do have "Enable Amateur Draft" checked and "Disable automatic Creation of Free Agents" un-checked within the League settings > Rules.

Also in Historical tab, I have "Automatically import historical rookies" checked as well.

How do I enable historical minors?

Any help would be greatly appreciated as I have been trying to get this to work correctly for a while.

Historical minors can only be enabled when the league is created and cannot be added to an existing league.

My historical league was a import from OOTP 17 where I had normal rounds (15). So not sure what went wrong here!!
