If I'm playing a 1935 cap tournament, should I be using a four man rotation? Has anyone ever written a guide by decade as to whether I use a three, four, or five man rotation? I try to guess, but am often wrong...

5 man rotation didn't become a regular thing until the 70s, so you're definitely good with 4. Question is - could you do 3?
