Signing free agent

I have never run into this problem before. I am trying to sign a free agent but I can't seem to be able to make him an offer. My team has plenty of money for free agents but I can't seem to find the "make offer" selection. Does the player have to be listed on "Posted players" page? if so, how do I get the player on that page?

Post some screen shots of where the player is listed.
