I tried to start in 2006 and the rosters were all blank.

The historical rosters are only complete to 1982-83 right now. I'm adding a couple additional seasons every week.

I think we're going to disable the ability to start in unfinished seasons in the next build so there's no further confusion, this seems to be coming up a lot.
