International Free Agent Spending
What determines your total budget for international fa signings? I know theres the league set budget and penalties for going over by 5%,10% and 15%, but say I was going to go all in this year trying to sign several top prospects and take the handcuffing for the next year? How do I know the max that I can spend?

I believe the max you can spend is only limited by the money you have available in the "free agent" budget for that season... So as long as signing bonus + luxury tax is less than your available free agent money, I think you are good.
That said, I've always chickened out before going over the tax threshold and haven't had to pay any penalties. |

I went over the threshold one year. The next year I could not sign ANY free agents with a bonus of more than 800k. In other words, nobody. And there were some great prospects in there. I will never go over again.
