Minor Leagues and expansion

I don't understand how historical leagues work with minor leagues and expandin the league.

Real teams change minor league affiliations often.
If I create a expansion team, how do I prevent the expansion team from have minor leagues in cities that exist or will exist?

You can't, at least automatically, because OOTP isn't smart enough to realize another team is in that city.

So the only real way is to do it manually.
