Why would OSA and my scout agree 100%
 

I have a very good scout, but in my 4th season his overall/potential ratings of individual players are identical to OSA's -- even though they do not match when it comes to a player's individual rating.

This exact match is true in the majors, AAA, and AA.

The scout spends 10% of his time scouting the majors, 48% scouting the minors, so that does not seem to be the factor.
