Recognizing up and coming talent

New to the online games. Anyone have any tips or can point to an already existing thread / documentation that covers how to spot talent properly in on line leagues? Things like:

Where to place finances to maximize scouting
Whats the best criteria to use in judging talent
When evaluating trades with prospects, what to look for / keep in mind?
