RFA offer sheets

I posted this in the other forum as before, treating it more as funny story than a bug. But now I'm seeing it again, I think it's a little more. I mentioned how in the 2018 off season, the Tampa Bay Lightning were making rfa offer sheets pretty much every day. I'm one year further now, and this off season it's happening again, but with nashville.
