How to start an expansion team?

For some reason, I can't seem to figure out how to start an expansion franchise. I'd like to know how:

1) to start a brand new franchise in the present 2017 season
2) to start a historical expansion team franchise, like the Rays or Diamondbacks, but I would like to assume control before the draft so I can make all the selections.

I would greatly appreciate some help, thanks in advance!

1) League Setup > Expand League
2) Not possible unless you sim the preceding season
