Setting up mini league

I am new to OOTP! I have always enjoyed a league using current season teams but only the eight teams from the Great Lakes area. I use actual teams, and players, and develop a schedule of 162 games. How do I do this with OOTP19?

I did set up a league with these teams, but the players were random not actual 2017 Rosters.
I have tried everything I know and a no go.

(Chi N, Chi A, Mil, Minn, Cin, Clev, Det, and Tor.)

I would start a standard game then delete the other teams (release players to the free agent pool then delete players in the free agent pool).
