How to turn on commissioner mode after enabling challenge mode?

Hi everyone, I made a new game through the standard mode and turned off commissioner mode by enabling challenge mode, however I would like to turn commissioner mode back on in order to do some editing. How do I accomplish this? Thank you.

commish mode is not available in the Challenge Mode. Sorry, but that's the way it's designed.

To toggle commissioner mode there's a check box under "Manager Options" on the right side of the screen.
