Random Rule 5 Eligible?

We have a league and when I went to my rule 5 eligible guys players such as Wander Franco DShawn Knowles and a couple others who are 17 and just signed or drafted have to be protected.

Why would this be?

Is this some kind of in game error?

Did the commish do something while adding these guys to my team?
