International Amateurs in minors and not resetting year to year
 

So I’ve had the international amateurs that release in July (the teenagers with the hard cap of 5 mil to sign) missing for years in game. I finally found them but they now list in the minor leagues. If I change my league to say PCL the Red international amateurs link shows up there but not the major leagues. Is there any way to reset this?

I tried deleting the current group (stuck there for years as they were all about 21-23 years old) and going forward to see if they would come back but nothing.
