Assistant Manager not managing minor leagues
 

I have the Manager Options set to have my assistant manager make all minor league promotions, demotions and strategy, but he never does anything. Open slots in pitching rotation aren't filled. No promotions/demotions. Injured players aren't put on or pulled off Injured List. I also have tried the minor league teams' Team Settings for Prevent Any AI Roster Changes to checked and unchecked (with my major league team set to prevent AI changes), but nothing happens still. How can I fix this?
