Cards didn't lock after mission completed

I recently completed the Live Cards - St. Louis Cardinals mission...

but on submission only a handful of cards actually locked (:confused:)...

(I don't have any duplicates)

however, the server must know they're locked because I can't sell them...

If you log out and log back in, do they still show as unlocked?
