"Make a Trade" grayed out

This may be a basic question and I might be missing something obvious, but I can't play a season without the 'make a trade' selection being grayed out. How do I enable it? Thanks for any help.

Are you playing as GM or just as the manager for your team? In other words, are you sure you have the power, in your organization, to make trades?

I'm playing as both manager and GM.

Are you sure you are employed?
Is your manager set to "Do not disturb"?

First two thoughts off the top of my head.

Are you maybe playing historical with actual transactions turned on and trading turned off?
