Card never received after buy it now purchase.

I bought points today and went out hunting for some live cards. I bought Stausburg via BIN and never got the card. You can see the transaction at 12:01pm CDT today but the card is nowhere to be found, even after restarting the client completely.

What recourse do I have when the game eats my points?
