Possible issue during draft in expansion years?

Maybe a bug or not. This is before the recent update. I started the league in 69. When expansion happens the expansion teams did not take the top talent in both years during the draft. In the last draft, 72, Barbara and Shutt were the highest rated players. The NYI and ATL did not take them. They took lesser players. Same thing in 70, BUF and VAN passed on Perreault and Sittler and took lesser rated players. I don't know if it is the scouts or the game. I thought it would be worth mentioning this anomaly. In Version 6 of the game, expansion teams took the higher rated player as I recall since I usually start a game in 1969.

Yeah, that is a little odd, it seems to happen consistently in the first round of drafts in expansion years in the 60's-70's but I can't think of any reason or recent change that could be causing expansion teams to prioritize other players over what should be pretty clear-cut picks. Particularly weird is that it seems OK in 79, then returns again in 92. We'll have a look.
