I can't replicate this when I try that start. Can you upload that save (instructions here)? I'd like to see the exact circumstances that led up to that, all I'm seeing on waivers at the start of the season are a few 1-star guys.

Got it, thanks. And I see the problem: they claimed two goalies on waivers earlier in the season, and couldn't send either down, so Luongo had to be sent to the minors. Going to have to adjust the claim logic to keep that from happening.
