Can't Launch Game

Just purchased OOTP 23, after running OOTP 19 for several years.

Downloaded through Steam, when I launch, it doesn't work.

Restarted Steam, restarted computer, uninstalled antivirus, paused VPN, re-installed game. Nothing works. I click on Start Game, it shows as "Launching" for a couple seconds, then nothing. New computer, so min specs are fine.

Thoughts?

As an added bonus, my OOTP 19 now also doesn't launch.
