Best way to generate historical 4A ?
 

Long story short, am rethinking a concept for expanding MLB to include a Federal League. I want to use all historical players, no or few as possible fictional players for all 24 MLB teams. Auto league expansion is on (as of the end of 1918) to facilitate the adding of historical minor leagues. Am wondering how many seasons or minor leagues should accumulate until there'd be enough historical 4A players to fill out all pro rosters. The goal is for there to be reasonably legit 4A players filling out MLB rosters. Anyone who has done this or wants to guess?

The correct answer was to add minor leaguers manually to FA pool.

It would be hard in that era, with incomplete minor leagues. Playing in 1914 and 1915, there are not a lot of players left, beyond those twenty-four teams. Which should mean, of course, that in 1916, there should be a pool of 200 AAAA (former Federal League, and MLB players losing their jobs to FL stars) guys looking for work.
