Help Me Solve This Minor League Roster Riddle

5 Attachment(s)
This is my setup in the 9th year of my Commonwealth Baseball Organization:

24 MLB teams - 25-player roster
24 AAA teams (new league explained below) - 25-player roster
24 AA teams - 35-player roster
24 R teams - Unlimited roster, 16-21 ages

No financials turned on. Never were turned on. I play as the Watcher in commissioner mode for the dynasty I am running.

I just added another level of minors this offseason because I had lots of free agents, so it was time. There are plenty of players available to sign, so I figured each team could easily fill out their rookie squad with about 30 players or more.

Instead, teams are mostly cutting their rosters to 15 for the rookie league. When I try to take control of teams to sign players, most of them do not give me the option to sign players. I know I can edit players onto teams, but I want the teams to actually want as many players as they can/will play.

My question to the community here is what screens would you need to see to help me to get teams to start signing players? I am attaching a few screenshots but there may be a better place for me to look and tweak things to get teams filling out their rosters. My preference is not to use ghost players since there are enough players available.

Can you post the League's Stats & AI settings? There is a "General AI Roster Settings" part on the left-hand side.

Here it is.

Have you tried going to league setup and "Run Computer Manager on all Teams" ?

On that last image showing roster rules why does the roster setting show "25,limit is 0".

In my game it shows "25,limit is 25"

Seems like there is some setting which is wrong making teams think they have no room on the roster

For the lowest league, there is no roster limit.

I haven't done that but I may. I don't think it is, but I wish it were possible to manage just one level (in this case, the rookie league) of the minors.

Something I did was to copy my league save as a test league and then simulated that test league to the next season. Lo and behold, all teams are now carrying a normal number of players into the next season. I have no idea why they will not in the current season, but if the workaround here is just to let the 15-man rookie rosters go for the current season, then so be it.

Unless there is a way to manage that level this season to guarantee at least 25-man rosters.

You can try running a free agent draft so that all teams add a set number of players from the player pool

I've noticed this when doing league expansions as well. I'd like to avoid using the functions to automagically fill the lower minors and have the teams fill them out naturally given the glut of free agents available, but they just won't do it over the course of a single offseason.

That looks to be the case. I copied the league and ran the copy as a test league. All teams suddenly had full rookie rosters the following season, so I will just go with it and allow the first season to be some sort of experimental transition.

After all, my league is the post-Great War fallout wasteland. Things can be zany from time to time. Right now, our commissioner is out hunting invisible mirelurk queens and super mutant behemoths. Anything goes.
