In my game it shows "25,limit is 25"

It's got to be something in your settings. I've never seen this and I just tested it by walking the first batter of a game and shifting left for the next batter. Then I threw to first no problem....

No commish mode needed. Just go to transaction tab and then free agents. Right click on the player you want and the option to sign player is the bottom choice. You do need room on your reserve roster...
