This is the same thing I tried to convey here:

I started a new league (36 teams, 2 leagues, 3 divisions each league...AAA, AA, A) and upped the draft day to March 2. The first go around there was a draft with a ton of guys (I think I left it at 15 rounds rather than the 5 I wanted maybe?), ranging from 16yo all the way up until 40yo. Note that this shouldn't have been a dispersal draft, as rosters were already populated.

Simmed through a season, and next March...no players to be drafted.
