I had a kid in a fictional league win Rookie of the Year two years in a row.

On the same team, same league and I didn't move anything.

He went 14-7, 3.16 ERA, 179IP, 156K his first season

Came back the 2nd year, went 17-8, 1.93, 247.2 IP and won Rookie of the Year again.

That's clearly not right.
