Try it, you can't. The city has to be in the file.
EDIT: Oops, I thought you were talking about editing the birth city. Good question about the other. I'll see if I can make up a city for a
team not in the file.
EDIT2: Hmm. Well, that's a very good question indeed. I was able to create a universe with a team in Oklahomaville which is not in the cities file.
