I imported an online league form 6.5 and de-selected Complete Coaching Staff and Complete Scouting Staff before I hit Start Game.

The problem is when I go to the Front Office page, every team still has some form of staff payroll (2-3MIL). When I go to Personnel, there is no one listed. When I go to team Home and click Personnel in Links Menu, a full staff is listed with their payrolls.
