Can I customize the length of the initial draft?

The universe I am going to recreate (AGAIN) has 7 affiliated leagues all with 25 man rosters. That leaves a max of 175 total players within an organization (ignoring the expanded roster limit for a moment) It seems to me when I run my initial draft it is longer than 175 rounds (250 comes to mind). Why? I don't have roster spots for all those kids so why draft so many extra? Wouldn't I have to cut them all before opening day anyway?
