It's a bit of a bummer, because the French league is being flooded with rejects from better leagues (which is actually cool, but I only want a few such players per team like this).

Old timer, can you please confirm whether this is a problem with the patched version of the game?
Also, SC Dawg, I have submitted the 0 foreigners allowed option as a feature request.
