First, there should be three options: profit sharing, payroll tax and a retained cash limit.
Profit sharing should pool all profits (in this context, equivalent to a cash flow statement) over X and redistribute them. Payroll tax should tax all payrolls in exess of X at Y% and redistribute them among non-taxed teams. A retained cash limit is simply the cash maximum X that is carried over to the following year, with excess cash going (presumably) to the team's owner(s).
The way revenue sharing is described, it sounds like it's trying to be a retained cash limit, but that's not what revenue sharing is. Revenue sharing should be based on current cash flows only, not current cash flows plus retained cash. Otherwise, you're "revenue sharing" year after year all the money the entire league has ever earned.
Second, cash doesn't seem to be transferring properly from year to year. In the pre-season, cash under Current Financial Overview is identical to the cash under Last Season Overview, when it should be the balance from last season. This affects the money available for staff and player signings (current cash + projected balance). When the money does transfer, at the end of the season it seems to be adding the balance to the cash, which effectively double counts the cash you had on hand at the beginning of the season, causing every team's cash on hand to increase (or decrease) exponentially.
