I'll try to help, but your info is confusing. The download is a single self extracting file called ootp2006_setup_101.exe. You should save that to your HD then double click to install. It will suggest an installation directory, then extract and install.

The description above sounds like you are having an installation problem. Cab or cabinet files are usually found during installation. If this is so you should make sure that any partially installed folders and files are deleted before you re-try installation.
