I have a feeling the AI taking over thing is going to fall under the same category as all the other very similar complaints I've seen here in the last week.

As far as why your #3 MR is used over #1 and #2, at least in every past version of OOTP, number is not priority, just enumerating the spots in each section. The AI just thinks your #3 is better suited for the task than #1 or #2.
