I have been playing around with the Trade AI with the value set on "Very Hard" and the AI GMs would not accept a fair trade even though I offered up a combo of 10 triple AAA & MLB level players, a number 1 draft pick and 1.5 million cash for one of their A level rookie league player rated 29 out of 80 in potential.

I had to go down to the "average" value to get decent acceptance offers. can this be looked at?

Eventually, I would like to see the AI GMs make more offers around the trading deadline for those teams with great records attempting to get a better player or two for some minor leaguers with high potential.
