what does this mean?

I am running a post patch game with the updated text file. I did try to edit the text file and got this error so I overwrote my edits with a new download of the updated text file.

Before I tried to edit the text, I hadn't seen the error even with the new text file.

it seems to happen arounf 1/30 of each year. I can close the game and reopen during the season and no error until the next 1/30.
