I posted on this before the patch and it remains the same after the patch. I'm pretty sure it happens when you create a custom view that combines ratings with stats (which I like to do). When you do that, the scouting button sits on top of the splits button, with the splits button becoming the only one functional.
The temporary work-around is to switch to one of the standard views, change scouts, then switch back.
