This issue has been fixed, and verified.
The decision (sorry Zeyes), was that if you turn off the scouting and coaching model, then these will not factor into finances at all.
So, for this version at least, you cannot have scouts and coaches on your payroll without running with the scouting and coaching models turned on.
If you feel strongly that this is problematic, please post a new thread in the suggestions forum.
