So here's an interesting thing, then: considering his demands seem to have doubled overnight, looking at the two screenshots, is this intentional? Or is there a bug in players occasionally not displaying the right evaluation?
i.e. If it is a bug, it could only be one two things:
1) The game doesn't realise the offer is what the player asked for
2) The game is displaying the players demands wrongly
And here's my theory!
Something happens between the offer being made and the AI accepting/rejecting that causes the demands to go up - talent bump, rescout, passing of service time barrier, artificial check, bigger sample size of stats, could be anything! - so that when the player asked for the contract, he thought he was worth £8mil per, but a few days later when he came to decide, he thought he was worth $11mil per.
Perhaps freezing 'evaluations' when an offer is submitted might be an idea, or having a special news response 'I changed my mind, I want more'.
