I think you may have done the same thing I did in my first league.
There is an option in game creation which says "Create and maintain hidden players". It should be checked by default when making fictional leagues, but if you import real players (i.e. from Lahman, Arod/Garlon, etc.) it unchecks itself.
If you're unsure and want to verify this, go to Game>Game Setup>Global Options tab and there will be that same option(close to the top) with a check or w/o a check. Unfortunately, you can't change it after game creation.
Just FYI...in case you didn't know this. But to scout a country you have to go to Manager>Explore World. If you have the checkbox listed above checked, it will give you an option to scout a country from the list.
