I believe this has been addressed by now allowing you to access the DFA area through the drop-downs in the Transactions screen, even if your league does not have the Waiver rule enabled.
I'll let you know if I figure out more.
Does this make sense of anything you are seeing?

I suppose that would make sense as I disabled waivers when I created this league. However even with the patch, I cannot access the DFA through the drop down.
