AM, just post it here. I'm leaving for vacation for the next week, logging off in a few minutes, so I won't be around for a bit.
Really, the next thing to figure out is, "Can you place a file on the commissioner's server OUTSIDE of OOTP?" That will determine whether it's an OOTP issue, or a server issue...
